Natasha Coulouris, Management Consultant

Natasha is a results-driven leader with nearly 25 years of experience strengthening public health systems at the local, state, and federal levels. She partners with organizations to transform complex challenges into clear strategies, strong operations, and measurable community impact. Known for building trust across diverse teams, sectors, and stakeholders, Natasha brings a mission-driven, data-informed approach to strategic planning, quality improvement, and stakeholder engagement. Her work is people-centered, practical, and designed to move from strategy to implementation for meaningful results.

From 2010-2025, Natasha held multiple senior executive positions within the U.S. Department of Health and Human Services’ Health Resources and Services Administration (HRSA), an agency that invests more than $14B annually to expand access to quality health care for the nation’s highest-need communities. As Director of the Office of Planning, Analysis and Evaluation, she led agency-wide strategic planning, performance measurement, policy, and data analysis initiatives. As Director of the Office of Intergovernmental and External Affairs, she managed stakeholder engagement across 10 HRSA regional offices and approximately 100 staff to meet the diverse needs of urban, rural and tribal communities across the country. Most recently, as Senior Advisor in the Bureau of Primary Health Care, Natasha spearheaded the agency’s first User Experience Initiative to improve grantee efficiency, performance, and health outcomes for nearly 1,400 community health centers serving more than 31M people nationwide.

Earlier in her career, Natasha worked at the Saginaw County Health Department in Michigan from 2002-2010 where she ultimately served as Health Officer and Director, leading more than a dozen programs and three clinics serving 210,000 residents. She launched the Department’s first strategic planning and implementation process, and established the county’s community health improvement planning process including hospital and health systems, the school district, universities, and the community foundation. Natasha successfully championed a countywide smoke-free workplace law, and the first increase in state public health funding in over a decade. She served on the Boards of Directors of the Great Lakes Bay Community Health Center and Saginaw County Community Mental Health Authority.

Education

Natasha earned her Master of Public Health (2000-2002) and Bachelor of Arts (1994-1998) degrees from the University of Michigan, Ann Arbor. She is trained in the Institute for Healthcare Improvement Quality Improvement methodology.
